4月1日上午7时10分许，京福线（104国道）1188公里加800米（句容市天王镇）附近地段发生一起重大交通事故。接警后，句容交警大队天王中队执勤民警立即赶赴现场。在现场，民警发现只有一辆电动自行车倒在两条机动车道中间位置，旁边有一中年妇女趴在路上，头部受伤严重，头盔损坏。

经初步勘查，伤者头部应是被车轮碾压过，但是现场并没有发现肇事车辆，正当民警在勘察现场的过程中，医院传来消息，受伤的中年妇女已不治身亡。

事故到底是怎么发生的，104国道有专门的非机动车道，现场的非机动车是怎么到的两条机动车道中间？事发时间是白天，104国道车来车往，肇事车辆为什么没有在事故现场？是肇事逃逸还是事发时肇事驾驶员并不知情？案情重大，办案民警立即报告负责事故的副大队长祁增祥，同时通知监控室调取事发地点北侧200米左右十字路口的监控。

通过查看监控，民警发现，事发前，电动自行车驾驶人是由104国道由南向北行驶在非机动车道上的。行至事发地点时，道路东侧非机动车道和行车道被一辆吊树的工程装载机占着，就在非机动车驾驶人准备借道绕过树枝的时候，隐约看到一个黑影倒下。而就在这时，超车道上两辆重型半挂牵引车先后驶过事故现场。

其中，第二辆牵引车经过事发现场后靠边停车，还从车上下来一人，围着车子转了两圈，然后又走到事发现场，大概过了十几分钟，从牵引车上下来的人又重新驾车驶离现场。

案情基本明了，但须进一步调查取证。

祁增祥副大队长在了解简要案情后，随即带队组织精干警力赶赴天王中队，即刻进行了分工：一组人由事故中队队长周雷负责，组织人员调取、查询事发前后经过事故现场的车辆，进行电话联系，对有行车记录仪或者看到事发经过的驾驶人进行谈话；另一组由副大队长祁增祥带队，对经过事故现场停车又驶离的重型半挂牵引车进行追踪。

警方介绍，而因为通过十字路口的监控距离事故现场较远，事发经过的画面比较模糊，无法判断肇事驾驶员对事故的发生是否知晓，只能判断非机动车驾驶人是倒地后被车轮碾压致死。故此，如果不及时找到肇事车辆，提取相关痕迹，就可能造成证据的灭失。

事不宜迟，在联系到该车驾驶员，得知车辆已到了200公里之外的徐州贾汪高速收费站附近，副大队长祁增祥一方面要求驾驶员在徐州等候交警来向其当面了解事故情况，另一方面带领事故中队法医尹黎明、天王交警中队副队长董小群驱车追赶。

追赶途中，在天王中队的小组传来消息，装载树木的工程车驾驶员已经找到，据该工程车驾驶员交代，事发时他装载着一棵朴树在非机动车道临时停靠，电动车驾驶人摔倒时他也看到一辆绿色的“鲁”字开头的半挂车正好经过，与电动车驾驶人发生了刮擦。

而等到祁增祥一行人赶到徐州贾汪高速收费站时，驾驶员因为货主要求当天卸货，已经将车开往山东滕州。追！晚一分钟见人见车，就多一分证据灭失的风险！通过驾驶员发来的定位，到晚上6点钟，办案人员终于在滕州市一停车场，见到了嫌疑肇事车辆鲁D号牌的重型半挂牵引车及驾驶员梁某。而此地距事发地点已500多公里。

在停车场，办案人员对驾驶员进行了详细询问，法医尹黎明则在该车牵引车右后轮侧面发生明显的新鲜刮擦痕迹。

据该车驾驶员梁某交代，事发时他发现电动车驾驶人在靠近树枝时开始摇晃，就靠左避让、加速通过。等他在后视镜中再次发现电动车驾驶人的时候，电动车驾驶人已经倒地。“梁某不能确定在其避让的过程中，双方有没有发生刮擦或碰撞，故靠边停车查看”，民警介绍，梁某发现车上并没有明显或刮擦的痕迹后，又走到伤者倒地位置，因为伤者是趴在路面且衣服穿的较厚，当时并没有发现血迹，此后梁某在报警后驾车离开现场。

办案人员当即口头传唤当事人梁某，并扣留涉事车辆，连夜将梁某带回天王中队，到达天王中队的时候，天空已经泛白。目前，这一案件还在进一步调查处理中。

采访中，记者了解都，近年来，句容交警大队对辖区内交通肇事逃逸或驾车离开现场的重大交通事故的侦破率达到100%。
