3月24日，凉山州(微博)发展和改革委员会发布关于召开邛海国家湿地公园门票价格方案听证会的公告，这意味着邛海湿地即将实施封闭收费。消息经媒体报道后，立即引发各方热议。3月26日上午，西昌市举行邛海湿地保护性收费媒体通气会，回应公众关注的问题。

成都商报客户端记者从会上获悉，目前，听证会正在征集代表，已进入报名阶段，游客具体收费标准仍未最终确定。据介绍，西昌邛海湿地仅四期西波鹤影湿地（即邛海公园至柏栎酒店沿湖一段）向游客免费开放，其余期湿地均实施封闭收费管理。而针对当地市民，暂定为：可办5种卡进入湿地。

为何封闭？

回应：国内湿地大多封闭管理并收费

从2009年开始，西昌市启动了邛海生态保护与湿地恢复工程建设，工程一共分为六期，在2014年12月全面建成，湿地建设总面积达到13.73平方公里，邛海的水域面积也恢复到34平方公里。随着邛海湿地的建成，成为全国最大的城市湿地。

西昌市国资公司董事长贾星在会上介绍，根据《湿地公约》对湿地的定义：不问其为天然或人工、长久或暂时性的沼泽地、泥炭地或水域地带、静止或流动、淡水、半咸水、咸水体，包括低潮时水深不超过6米的水域。根据《国务院办公厅关于印发湿地保护修复制度方案的通知》，湿地保护坚持保护优先、科学规划、突出重点、合理利用、可持续发展的原则。湿地保护是一项功在当代、惠及子孙的公益性事业，必须由政府主导，才能做好保护工作。

“目前，全国对湿地的管理大多采用了封闭式的管理模式，如杭州西溪国家湿地公园 、江苏泰州溱湖国家湿地公园等，湿地封闭管理后实行门票管理，可有效分流游客数。部分知名湿地票价大都在每人次60至150元之间。”贾星举例说，杭州西溪国家湿地公园门票价为80元/人次，江苏泰州溱湖国家湿地公园100元/人次，鄱阳湖国家湿地公园80元/人次，大理西湖国家湿地148元/人次、苏州太湖国家湿地公园60元/人、扬州宝应湖国家湿地公园也达到了50元/人。

贾星介绍，从上世纪60年代的大量围海造田、填海造塘加之自然泥沙淤积，使邛海水面面积大大缩减。到90年代的旅游井喷发展、网箱养鱼和农家乐的无序发展，使近三分之二的湖滨湿地遭到严重的破坏和不合理的开发利用。自2008年市委、市政府对邛海环湖进行了拆迁，实施“三退三还”工程（退溏还湿、退田还湿、退房还湿）。目前，邛海湿地生态环境得到较大修复，生物多样性得以保护，景区面貌焕然一新，步入了“生态效益、社会效益、经济效益”同步提升的科学发展轨道。

为何收费？

回应：限制游客数量 目的是保护邛海

“加强湿地保护是邛海湿地实施封闭管理的目的。”贾星表示，加强湿地保护是邛海湿地实施封闭管理的目的。在控制游客数量方面，游客数量过多不仅会给湿地生态系统带来严重的压力，危害湿地植物生长，破坏野生动植物的栖息环境，同时也会因此造成湿地公园内噪音增加惊吓水鸟，从而影响到水鸟的栖息环境，导致水鸟的数量减少。制定合理的门票价格，通过价格手段调控游客数量，减少游客活动对湿地生态系统的伤害，有利于保护湿地生物的多样性，维护湿地生态系统的平衡并更好地自我恢复，保持其稳定和可持续性。

“西昌市政府对邛海及湿地保护以及基础设施建设投入了大量资金，项目资金主要由市国资公司融资和市财政投入组成，六期湿地总投入达50余亿元。”贾星表示，同时所有管理、维护费用均由市国资公司承担，每年管理及财务费用巨大，收取门票费用是补充邛海湿地维护、游览参观点开发和管理投入，维持正常运行的重要保障，这也是到湿地旅游者对保护湿地应尽的义务。因此，景点通过门票管理合理收费有利于景区的可持续发展。

在会上，西昌市委常委、常务副市长王潇表示，封闭是为了更好的保护湿地，建设湿地的目的就是保护邛海。“收费并不是目的，通过收费的方式分流游客，将游客数量控制在可承受的范围，解决游客数量超过景区承载能力的问题。”同时巨大的管理及维护成本完全靠财政，不堪重负，也需要通过收取一定的参观费用来弥补，才能更好保证湿地的持续投入。

24日，在西昌市举行的2017年新闻媒体座谈会上，西昌市有关领导在回答湿地公园拟收费一事时表示，湿地收费是大势所趋，根本目的在于保护。他表示，现有的西昌邛海湿地的管理，无法可持续。现在政府每年维护西昌邛海湿地的成本在3000万元以上，游客对邛海湿地的破坏非常严重。他举例说，一个春节假期，游客就把一处沙滩上的鹅卵石打水漂全打光了，芦苇荡摘光，挡都挡不住。

如何收费？

回应：当地人可办5种卡进入 外地人收费标准未定

“湿地封闭后，当地市民可以办卡进入。”贾星说，现暂定为：实行太阳卡、月亮卡、季卡、月卡，面向凉山州公民办理，坚持自愿自费的原则。办证凭本人身份证及近期彩色寸照一张。太阳卡为终生卡，限本人使用，费用为1600元；月亮卡为年卡，限本人使用，时限为365天，费用为300元，工本费为15元/张；季卡时效为90天，限本人使用，费用为100元，工本费为15元/张。月卡时效为30天，限本人使用，费用为40元，工本费为15元/张。太阳卡及月亮卡办证务必准备白底彩色寸照一张，其他卡种不限寸照底色。

另外，还针对当地居民推出了另一种锻炼卡。每日6：00时-9：00时；17：00时-21：00时可凭锻炼卡免费入园（注：锻炼卡仅限持有凉山州身份证及居住证、单位工作证明的市民办理，办卡工本费：15元/张，有效期为一年，期满后可在湿地办卡处续卡）。其他时段要入园，凉山州公民可以凭锻炼卡补差购票，平时10元每人次，重大节假日（春节、五一、火把节、国庆、彝族年）调整为20元每人次。使用范围：西昌邛海湿地，时限：当日有效。

那么针对此前媒体报道的“实行分期售票，预计门票价格为55元/人、通票220元/人”，西昌国资公司的相关负责人表示，目前价格并未确定，网上传的价格信息不准确，要等听证会等相关程序完成之后，以公告的价格为准。目前，正在征集听证会代表，已进入报名阶段。

那么邛海湿地是否实施全封闭收费？王潇在回答成都商报客户端记者提问时表示，六期湿地并非完全封闭，现有的四期西波鹤影湿地（即邛海公园至柏栎酒店沿湖一段）向游客免费开放，其余五期湿地均实施封闭收费管理。

对旅游是否造成影响？

回应：短期内游客可能减少 长期看会促进发展

据西昌市有关部门统计，2016年，西昌市接待游客2114.71万人次。如今，每逢大小节假日，西昌邛海景区是省内最火爆的景区之一。当邛海湿地将封闭收费的消息公布后，这在当地引发了市民和网友的热议，很多人针对“湿地该不该收费、收费是否太贵”等进行了激烈的讨论，还有外地游客表示，“如果收费，不会再来西昌旅游。”不过，也有西昌市民持赞同态度，现在每逢节假日，大量游客涌入，湿地环境遭到了一些游客不文明行为的破坏，应该封闭收费。

西昌市民罗先生认为，如果湿地进行全封闭收费，可能很少有游客会愿意花钱进去游览，以至游客数量减少，这或者会影响昌旅游的持续发展。例如，四年前，湖南湘西凤凰古城也实施封闭收费，结果导致游客剧减，对当地旅游造成较大冲击，然而在去年该景区又取消门票。那么，西昌邛海湿地收费，是否对西昌旅游造成影响？

会上，有关负责人表示，西昌有关部门曾对航空、铁路等进行了监测，数据显示到西昌的游客人数很多，到湿地的游客不少，主要带动了餐饮及住宿消费。“当封闭收费后，可能会在一定时间内游客数量减少，但是我认为，在一段时间后游客会更愿意来。”他认为，原来的无序进入，造成湿地拥堵，出现“不是来看湿地，而是来看人”的现象，游客的印象反而不好。长远来看，科学限制游客数量，湿地的环境和秩序会更好，游客来旅游会更加舒心，会促进西昌旅游的发展。下一步，西昌还会设计更多的景点及服务设施，为游客提供更多、更好的服务。

24日，西昌市有关领导也表示，封闭后会建设得很好、更漂亮、更美。目前西昌已在湿地内规划了七个彩色园，今后不同季节有不同花开，会给游客另一种惊喜。
